LADWP vs SCE: why your solar pitch should change at the utility boundary

Rates are generally milder than SCE's, which means the raw bill-pain pitch lands softer — but the payback math is more straightforward to explain, and the 'lock in your rate before the next increase' framing carries more of the load.
Translation: on the LADWP side, sell certainty and ownership economics, not emergency relief. It's a calmer conversation, and the objections are different — expect more 'my bill isn't that bad' and come prepared with rate-trajectory context.
