Observed solar permits and modeled parcels across 31 covered California cities, with coverage limits for territory planning.
How the numbers are built
The model joins county assessor parcels with municipal and licensed building-permit records. Source mix and publication schedules vary by market. The engine matches on parcel number when available and uses normalized address plus ZIP code as a fallback, then aggregates the matched parcel counts.
The report includes only city-and-utility cells with at least 30 modeled parcels and at least 10 observed permit matches; cells below either threshold are omitted as unmeasured. Permit sources may be incomplete, so a parcel without an observed permit is not proof that it lacks solar or is available for a sale.
